Mission & Goals

The Department of Foreign Trade and Economic Cooperation of Guangdong Province is a component department of the People's Government of Guangdong Province, in charge of foreign trade and economic cooperation affairs and port management, whose mission and goals are committed as follows:

1. To implement and carry out the policies and regulations promulgated by the Central government governing foreign trade, economic cooperation, foreign investment, port management and the management of economic and technology development zones; to accordingly draft and implement the local policies, laws and regulations, and specific methods.

2. To draft and carry out the development strategy, medium and long-term plans and annual guiding plan for foreign trade and economic cooperation; to analyze the international situation of foreign trade and the provincial situation of import and export, and then propose macro control suggestions on volume balance and structural adjustment; to carry out the implementation measures and policies on bidding for export commodities controlled by quota permits, work out, propose and implement the import & export quota plans; to study and promote various new trading modes (including E-commerce); to be in charge of relevant affairs regarding antidumping, countervailing and protection measures; to guide export advertising promotion.

3. To draw up the documents and managerial methods on foreign technology trade, service trade and export of technology and sets of equipment encouraged by the state; to manage introduction of technology, import of equipment and international bids; to coordinate and manage the export-restricted technologies and re-export of the introduced technology.

4. To take part in drafting and carrying out the development strategy, medium and long-term plans concerning foreign investment; to examine and approve (examine and submit to superiors) foreign investment projects and the establishment of foreign-invested enterprises regarding restricted quota licenses; to examine and approve (examine and submit to superiors) the contracts, regulations and modifications of foreign-invested projects concerning state restricted quotas; to examine and supervise the implementation of the relevant laws, regulations and contracts by foreign-invested enterprises; to guide and manage the introduction of foreign capital and the import & export by the foreign-invested enterprises; to analyze the foreign investment situation, and report to the provincial government regularly.

5. To implement the policies and managerial methods on processing trade promulgated by the state together with the other departments concerned; to examine and approve the processing trade businesses within the administration of the province, and guide the processing trade work at a macro-level; to examine and supervise the implementation of relevant policies and regulations by processing trade enterprises; to analyze the processing trade development, and report to the provincial government and the Ministry of Commerce.

6. To be in charge of foreign economic cooperation; to guide and supervise foreign contracted projects, and manage businesses such as foreign contract projects, labor cooperation, design and consultation.

7. To examine and submit the qualifications of various enterprises engaging in import & export and international freight agent in line with relevant laws and regulations; to draft the management methods and specific policies of investment and development abroad; to examine and approve the opening of enterprises abroad (except financial enterprises) with departments concerned, and take part in the synchronization and guidance; to be responsible for the examination of sending managerial personnel abroad for processing trade and assembling enterprises; to administer the approval and submission of business representative offices set up in the province by foreign countries, Hong Kong SAR, Macao SAR and Taiwan; to guide and supervise the various fairs, exhibitions, symposiums and activities to introduce foreign investment at home or abroad, and draw up managerial methods of holding the activities mentioned above in overseas countries.

8. To draft and implement the port’s establishment, development planning and managerial methods; to be in charge of the examination and approval of the opening, closure and adjustment of the ports; to guide and supervise the jobs of ports managerial institutions of all levels; to map out the distribution scheme of the port's construction capital and subsidy fund together with departments concerned, and supervise the use of it; to coordinate the work with various departments of the port and organize activities to build a civilized port; to examine and handle cases concerning foreign affairs and serious illegal events with departments concerned.
9. To coordinate and guide the management of economic and technology development zones.

10. To guide the reform of state-owned foreign trade enterprises and the work of relevant commercial chambers and associations in the foreign trade sector.

11. To undertake other affairs allocated by the provincial government and the Ministry of Commerce.
