Preferential policies of Shaoguan

To implement Three Non-Restrictions in the Attraction of Nonnative Investment

Except the industries prohibited by the China national policies and those severely polluted, Shaoguan Municipality would not set up any restriction in terms of industries, scales and ways, and will positively encourages the investors to invest in the municipal agriculture of the Three Highs (high yields, high qualities, and high efficiencies), in high-tech industries, in trade and service lines, in education and public health, in basic facilities of the city.

TO Offer the preference in the Use of Land.the Lease of the Factory Buildings and the Construction of the Factory Buildings Land for Industry

the Land transfer fee is collected by the cost of the land on condition that the nonnative investors invest the industrial production projects. The cost of the land includes the compensation fees for levying the land, the paid fees required to turn over to the state and the province authorities because of the employment of the land newly added for construction, reclaiming fees for occupying the cultivated land and the fees for leveling off the land. The commission for land selling and other fees are exempted by all levels of governments and any departments. In the industry zones being constructed, it is allowed to practice maximum limited price for the employment of the land. The specific criteria are as follows: The price for the employment of flatted land in Shaoguan suburb with water, electricity and road available is below 100 RMB Yuan per square meter, while the price for uneven land is allowed to be controlled below 60 RMB Yuan per square meter. Special preferential land price is offered for the project
with the total investment more than US$ 30,000,000.

Land for Agriculture£º
The land on which the nonnative investors set up enterprises for processing farm products is viewed as the one for farming. The payments for the employment of the land can be reduced, delayed and exempted, the land using priority and the preferential rent are given to those who exploit the cultivated land of over 500 mu and the hilly country of over 1,000 mu uninterruptedly.

Industrial Land for Consigning the Investment Attraction£º
preference of 10% off the same kind of land is given to consignee within the industrial zone of the economic strip along the express way, which is planned by the municipality, and within the land for consigning the investment attraction in a stated period.

The Construction of the Plant Buildings for Rent£º
To encourage all kinds of enterprises, nonnative investors to construct factory buildings for rent within the industrial zone being planned, and to introduce and enlarge processing trade, those who newly construct plant-buildings for rent in Shaoguan city enjoy the preferences that the commission for land-selling is exempted, and the fees for city construction can be reduced by 50%.

To Lease the Plant Buildings£º
Maximum Limited rent is practiced for the plant buildings leased by the nonnative investors who invest in production projects. The specific criteria are as follows: the rent for the new standard factory buildings with complete facilities is below 6 RMB Yuan per square meter monthly, the old standard one is below 5 RMB Yuan per square meter monthly, the ordinary one is below 4 RMB Yuan per square meter monthly.

Plant Capital Construction Engineering£º
The handling priorities of the planning, construction reporting, fire protection, quality control, environment protection, certificate of the house property, the license for construction etc is offered to the nonnative investors who want to set up factory buildings, dormitories and other accessory buildings. Administrative fees stipulated locally are exempted, and the technological service fees are collected to 50% of the lowest standard. The longest term for the employment of the land is 50 years, and when the term is due, the investors concerned can apply to renew.


To provide Preference on Collectable Administrative and Institutional Fees

For the nonnative investors, who are engaged in production projects in the Industrial zone, the administrative fees collectable are exempted, the paid and technology service fees (institutional fees) are collected to 50% of the lowest standard available. Following are the details:

Fees-Free Administrative Items:
(1)Fee for the arrangement of floating population; (2) fee for the authenticating of working contracts; (3) Fee for security management of floating population;(4) Fee for family-planning management of nonresidents; (5) Fee for Construction reporting; (6) Fee for fire protection facilities; (7) Fee for water resource management; (8) Fee for complete city construction; (9) Fee for the dike building;(10) Funds for cement in bulk; (11) Funds for Re-employment; (12) fee for the training on annual labor inspection; (13) Funds for culture; (14) fee for the bidding of construction engineering; (15) Funds for education development; (16) Fee for the employment of disable (17) Fee for the prevention and control of termite in building project.

Fees Items that are Reduced to Half£º
(1) Technology service fees including: fee for environment monitoring, fee for the inspection pressure container and boiler, fee for sewage treatment, fee for the inspection and testing of thunder-preventing facilities, fee for the inspection of bridge-type crane, fee for the evaluation of environmental influence, fee the registration of property right, fee for the planning and surveying of construction, fee for the monitoring of engineering quality; (2) The fees for the cost of certificates are collected by the standards approved by the price department; (3). Agency service fee, including fees for the evaluation of land, house property, and equipment, fees for capital verification, accounting, notarization, authenticating, are collected to 50% of the lowest standard

To Grant the preferential price of water and electricity to the nonnative investors.Preferential Water Charge

Nonnative investors take precedence to install the water supply facilities, and enjoy the safeguard of water price. The maximum price of the water consumed in industry does not exceed 0.90 RMB Yuan per cubic meter.

Preferential Power Charge:
Concerning the newly projects set up in industry zone, from January 2002 onwards, nonnative investors enjoy the preferential electricity charge, which is collected as the list price of provincial power net and exempted from the additional fuel fee and the additional city complete construction fee by the same time. The maximum price of the electricity consumed in the large Industry (over 1,000 KVW) located in the city does not exceed 0.56 RMB Yuan per KWA, and that consumed in the non-general-industry does not exceed 0.67 RMB Yuan.

To Carry out Fully the Preferential Policy of the Taxation

Nonnative businessmen who set up enterprises in Shaoguan are able to enjoy the national and provincial preferential policies of taxation. Foreign businessmen, who invest in production enterprises with the operating term over ten years, do not need to pay the enterprise income tax in the first and the second year counting from the year of profits making. From the third to the fifth year, the enterprise income tax will be levied by reducing to half. After the expiration of the term of tax exemption and reduction due, foreign invested enterprises that are engaged in agriculture, forestry, animal husbandry and that are located in under-developed or remote areas, are able to continue to enjoy the reduction of from 15% to 30% of the tax in the subsequent ten years through the application and approval by China National Taxation Administration.

To Offer Favorable Service In the Talents Introduction Started by Nonnative Investors

Professional and technology talents, managing cadre who are hired by the nonnative investors, and their dependents are exempted from the fee for city capacity added because of the residence registered. Personnel department takes preferential handling of the procedures of the introduction of the talents for the enterprises invested by the nonnative investors. Labor department safeguard offers the recommendation of employment to their dependents, department of education offers expedience to their children for their entrance to school. Nonnative investors who participate in reconstruction and reform of the state-run, collective enterprises by means of purchase, annexation, stock-holding, sharing, joint venture, co-operation, contracting, lease etc., and whose holding is over 80% of the total capital of the enterprises are able to enjoy the preferential treatment with reference to the stipulations concerned, and the enterprises in question are viewed as the newly-founded ones. Nonnative investors can see their investments in money, practicality, industry property right, know-how and other property right. The prescribed fees for the transfer of the property right and the registration of the alteration of the real estate are 50% of the preference according to the floor level of the fee-collecting criteria available now. In the process of the alteration of the system, the enterprises in severely predicament are exempted from various administrative fees stipulated locally.
